Windshield laws and regulations in New York (NY)

Laws and regulations in New York require that:

  • Vehicle type: all vehicles on New York roadways must have a windshield.
  • Windshield manufacturing: windshields must be made of shatter-resistant glass, also known as safety glass, rather than traditional glass windshields.
  • Windshield wipers: every vehicle with a windshield must also have driver-operated windshield wipers capable of clearing snow, rain, moisture, and debris from the windshield in good working order.
  • Tinted windows and windshields: tint is permitted on windshields in New York. Non-reflective tint can only be applied along the top six inches of the windshield. Front and rear windshield tint must permit at least 70% of light to penetrate the window. Rear window tint can be any color, but if tinted, the vehicle must also have dual side mirrors to see behind the vehicle adequately. The company that performed the tinting must also affix a sticker to the windshield indicating that the windshield tint is compliant in the state of New York.
  • Windshields are free of rock chips or cracks: the driver’s visible area from the steering wheel to the top of the windshield directly in front of the driver must be clear of obstructions, such as cracks, rock chips, discoloration, or defects. It is up to law enforcement and highway patrol officers to determine whether or not your windshield is in compliance.
  • GPS devices and smartphones: these devices are permitted to be mounted on the windshield in New York.

In New York, there are no statewide fine or citation amounts for windshields that do not comply with the above regulations. Instead, law enforcement and ticketing officers in each city or county jurisdiction may have maximum permissible fine amounts or penalties for non-compliance.
